113.(1)भारत की संचित निधि पर भारित व्यय से सम्बद्ध प्राक्कलन संसद् में मतदान के लिये न रखे जायेंगे, किन्तु इस खंड की किमी बात का यह प्र्थ न किया जायेगा कि वह संसद् के किसी सदन में उन प्राक्कलनों में से किसी पर चर्चा को रोकती है।
(२) उक्त प्राक्कलनों में से जितने प्रन्य व्यय से सम्बद्ध हैं वे लोक-सभा के समक्ष अनुदानों की मांगों के रूप में रखे जायेंगे तथा लोक-सभा को शक्ति होगी कि किमी मांग को स्वीकार या प्रस्वीकार करे प्रथवा किमी मांग को, उसमें उल्लिखित राशि को कम कर के, स्वीकार करे।
(३) राष्ट्रपति की सिपारिश के बिना किसी भी प्रदान की मांग न को जायेगी।
११४ (१) लोक-सभा द्वारा अनुच्छेद ११३ के घनी प्रदान किये जाने के बाद यथासम्भव शीघ्र भारत की संचित निधि में से () लोक-सभा द्वारा इस प्रकार किये गये अनुदान की, तथा भारत को चित तिमिर भारत किन सबदरे म पनि
- (1) So much of the estimates as related to expenditure charged upon the Consolidated Fund of India shall not be sub admitted to the vote of Parliament, but nothing in this clause shall be construed as preventing the discussion in either House of Parlia ment of any of those estimates,
(2) So much of the said estimates as related to other expen diture shall be submitted in the form of demands for grants to the House of the People, and the House of the People shall have power to assent, or to refuse to assent, to any demand, or to assent to any demand subject to a reduction of the amount specified therein.
(3) No demand for a grant shall be made except on the re commendation of the President.
- (1) As soon as may be after the grants under article 113 have been made by the House of the People, there shall be introduced a bill to provide for the appropriation out of the Console dated Fund of India of all moneys required to meet
