The Ministry of Youth Affairs & Sports was initially set up as the Department of Sports in 1982 at the time of organization of the IX Asian Games in New Delhi .

Its name was changed to the Department of Youth affairs & sports during celebration of the International Youth Year, 1985. It became a Ministry on 27th May,2000.

Subsequently, the Ministry has been bifurcated in Deptt. of Youth Affairs and Deptt. of Sports under two separate Secretaries w.e.f. 30th April,2008.

The specific subjects being dealt with by these two Departments are contained in the Order of the Govt. of India (Allocation of Business) Rules, 1961.

The Youth, i.e. those falling within the age group of 15-29 years constitutes nearly 40% of the total population of India.

This group which is the most vibrant and dynamic segment of the country’s population constitutes potentially its most valuable human resource.

To optimally tap their constructive and creative energies, the Department pursues the twin objectives of personality building and nation building, i.e. developing the personality of youth and involving them in various nation-building activities.

As most of the issues concerning young people are the functions of other Ministries/Departments, like Education, Employment & Training, Health and Family Welfare, etc.

the role of the Ministry of Youth Affairs & Sports is to act as a facilitator and catalytic agent.

Youth Hostels are a joint venture of Central and State Government.

Youth Hostels have been built to promote youth travel within the country by providing low cost budget accommodation and facilities to students and youth groups travelling on excursions or study tours.

The aim of the scheme is to encourage youth travel to enable the youth to know more about the diversity of India’s culture and people.

  Keeping these objectives in view, Youth Hostels are generally established, in locations of historical, cultural and tourist interest and significance.

Hostel Management Committee (H.M.C.) is constituted for the management of the Youth Hostels.

For the Youth Hostels located in districts other than State capitals, the Deputy Commissioner/District Magistrate is the chairperson of the H.M.C.

whereas for the Youth Hostels located in State capitals, Secretary, Department of Youth Affairs of the concerned State Govt. is the Chairperson of the H.M.C.

 Selection and appointment of Managers and Wardens in the Youth Hostels is the responsibility of the Central Govt.

while the day to day management/ running of the Youth Hostels is the responsibility of the H.M.C.

The wife/ lady kin of the selected Manager is appointed as Warden of the Youth Hostel.

The appointment is appointed on contract basis initially for a period of three years which is extendable on yearly basis based upon suitability and performance levels, till the age of 65 years, beyond which no further extension is allowed.

The contract of the Warden is co-terminus with that of Manager.

The remuneration/ honorarium of the Manager and Warden is Rs. 12,000/- p.m. and Rs. 6,000/- per month respectively.

The Manager and Warden are to stay together and free accommodation in the hostel premises is given to them.

They are compulsorily required to stay in the Hostel, as their presence is required round the clock.

 A total of 84 Youth Hostels have been constructed across the country and one more Youth Hostel at Kota (Rajasthan) is under construction.

Out of these, 6 Youth Hostels, namely, Agra (Uttar Pradesh), Dalhousie (Himachal Pradesh), Jodhpur (Rajasthan), Mysore (Karnataka), Panaji (Goa) and Puducherry have got the ISO 9001:2008 Certification.

 The eligibility criteria for appointment to the post of Manager is as under:- EDUCATIONAL QUALIFICATIONS:- Graduate in any discipline, having proficiency in English, Hindi and local language.

Preference is given to the candidates having degree in Hotel Management/Youth Development/MBA/L.S.W./M.S.W.

EXPERIENCE:- At least three years working experience in the field of Hostel/ HotelIndustry or running boarding schools/guest houses or retired Defence Force Officers of the rank of Major/Lt. Col./Col./equivalent rank of Army, Navy, Air Force or retired Govt.

officer of Central/State Govt. having working experience of youth activities.

PREFERENCE:- is given to the local candidate.

AGE LIMIT:- The candidates should be aged between 35 to 62 years as on 1st April of the selection year and they can serve upto the age of 65 years.
