यह मंत्रालय केंद्र सरकार के तहत एक शीर्ष संगठन है जिसे अन्य केंद्रीय मंत्रालयों / विभागों, राज्य सरकारों/संघ राज्य क्षेत्र शासनों, संगठनों और व्यक्तियों से परामर्श करके देश में सड़क परिवहन व्यवस्था में गतिशीलता और कुशलता लाने के उद्देश्य से सड़क परिवहन, राष्ट्रीय राजमार्गों और परिवहन अनुसंधान के लिए नीतियां बनाने और उनके संचालन का कार्य सौंपा गया है।
इस मंत्रालय के दो पक्ष हैं: सड़क पक्ष और परिवहन पक्ष
सड़क पक्ष
- देश में राष्ट्रीय राजमार्गों के विकास और अनुरक्षण से संबंधित कार्य करता है ।
मुख्य जिम्मेदारियां:
यह मंत्रालय निम्नलिखित के लिए जिम्मेदार है :
- देश में राष्ट्रीय राजमार्गों की योजना, विकास और अनुरक्षण।
- राज्यीय सड़कों और अंतर्राज्यीय संपर्क और आर्थिक महत्व की सड़कों के लिए राज्य सरकारों को तकनीकी और वित्तीय सहायता प्रदान करता है।
- देश में सड़कों और पुलों के लिए मानक विनिर्देश तैयार करता है।
- सड़कों और पुलों से संबंधित तकनीकी जानकारी के भंडार के रुप में कार्य करता है।
परिवहन पक्ष
- सड़क परिवहन से संबंधित मामलों पर कार्य करता है।
मुख्य जिम्मेदारियां:
यह मंत्रालय निम्नलिखित के लिए जिम्मेदार है:
- मोटर यान विधान,
- मोटर यान अधिनियम 1988 का प्रशासन,
- मोटर यान कराधान,
- मोटर यानों का अनिवार्य बीमा,
- सड़क परिवहन निगम अधिनियम, 1950 का प्रशासन,
- सड़क परिवहन के क्षेत्र में परिवहन कापरेटिव को बढ़ावा देना,
- राष्ट्रीय सड़क सुरक्षा नीति के रुप में सड़क सुरक्षा मानक तैयार करना और वार्षिक सड़क सुरक्षा योजना तैयार करना और उसका कार्यान्वयन,
- सड़क दुर्घटना सांख्यिकी एकत्रित और संकलित करता है एवं उसका विश्लेषण करता है तथा जनता को शामिल करके और विभिन्न जागरुकता अभियानों का आयोजन करके देश में सड़क सुरक्षा संस्कृति के विकास के उपाय करता है,
- निर्धारित दिशा-निर्देशों के अनुसार गैर-सरकारी संगठनों को सहायता अनुदान प्रदान करता है।
Road Transport is considered to be one of the most cost-effective and preferred modes of transport, both for freight and passengers, keeping in view its level of. penetration into populated areas.
Thus, it is vital for the economic development and social integration of the country. Road Transport has emerged as the dominant segment in India’s transportation sector with a share of 4.5% in India’s GDP in 2005-06.
The Road Transport Sector accounts for about 87% of passenger traffic and 60% of freight traffic movement in the country. Easy availability, adaptability to individual needs, and cost savings are some of the factors which go in favor of road transport. Road transport also acts as a feeder service to the railway, shipping, and air traffic.
The Road Transport Wing of the Ministry is concerned with the formulation of broad policies relating to the regulation of road transport in the country, besides making arrangements for the movement of vehicular traffic with the neighboring countries.
Improving the road safety scenario in the country is one of the most important and challenging activities of the Road Transport Wing.
This Ministry formulates policies for road safety so as to minimize road accidents. The important schemes formulated and managed by the Road Safety Division / Section include publicity programs, National Highways Accident Relief Service Scheme (NHARSS), refresher training for heavy vehicle drivers in the unorganized sectors, and providing road safety equipment to States/UTs, etc.
The Ministry formed five separate working groups on four E’s of Road Safety viz. (i) Education (ii) Enforcement (iii) Engineering (roads as well as vehicles) and (iv) Emergency care to deliberate in detail and submit their recommendations on short-term and long term measures for immediate implementation so as to curb road accidents in the country.
Acts / Rules being administered in RT Wing
The following Acts/Rules, which embody the policy relating to motor vehicles and State Road Transport Corporations (SRTCs), are being administered by the Road Transport Wing of the Ministry:-
- Motor Vehicles Act, 1988
- Central Motor Vehicles Rules, 1989
- Road Transport Corporations Act, 1950
- Carriage by Road Act, 2007 (enacted to repeal Carriers Act, 1865) effective from 01.3.2011
- Carriage by Road Rules, 2011 notified on 28.02.2011 and effective from 01.03.2011
