प्राक्कथन

माननीय महोदय,

1.आपकी अनुमति से मैं, राज्य के वर्ष 2021-22 के संशोधित अनुमान एवं वर्ष 2022-23 के बजट अनुमान प्रस्तुत कर रहा हूँ।

2. बजट, आम नागरिक के खुशहाल जीवन के सपने को साकार करने, सतत् विकास की गति बनाये रखने, आधारभूत सुविधाओं का विकास करने एवं सभी वर्गों के कल्याण का एक महत्वपूर्ण माध्यम रहा है।
3. हमेशा की तरह हमने इस बार भी कृषकों, पशुपालकों, व्यापारियों, विद्यार्थियों, युवाओं, महिला प्रोफेशनल्स, शिक्षाविद्, चिकित्सा विशेषज्ञ, मजदूर संगठन, जनप्रतिनिधियों, सिविल सोसायटी सहित समस्त प्रदेशवासियों की भावनाओं और सुझावों को ध्यान में रखकर भविष्य की कार्ययोजना को मूर्तरूप देने का प्रयास किया है।
4. मैंने, वर्ष 2012-13 में राज्य का पहला जेण्डर बजट प्रस्तुत किया था। वर्ष 2021-22 में पहला पेपरलैस बजट भी मेरे द्वारा ही पेश किया गया। आज मेरे लिए सौभाग्य का दिन है कि पहला ‘कृषि बजट भी मेरे द्वारा ही प्रस्तुत किया जा रहा है। इस प्रगतिशील कदम से प्रदेश में ना केवल कृषि विकास के नये आयाम स्थापित होंगे, वरन साथ ही हमारा किसान भी और अधिक समृद्ध हो सकेगा।
5. सम्पूर्ण राष्ट्र के साथ ही प्रदेश ने भी गत दो वर्षों से कोरोना से उत्पन्न विषम स्थिति का सामना किया है। हमारे पिछले बजट प्रस्तुत करने के पश्चात् कोरोना की दूसरी लहर का कहर पूरे देश पर आ गया। जहाँ एक ओर हमने कोरोना का ऐसा प्रबन्धन किया जिसकी देश-विदेश में सराहना हुई, वहीं दूसरी ओर हमने विकास की गति को बनाये रखते हुए अपने वायदों को भी पूरा किया है। आज जब मैं, माननीय सदस्यों के समक्ष आने वाले वर्ष की वित्तीय कार्ययोजना प्रस्तुत करने जा रहा हूँ तब मुझे इस बात का संतोष है कि सीमित वित्तीय संसाधन होने, केन्द्र से प्राप्त होने वाली राशि में कमी होने एवं हमारी सरकार के इस कार्यकाल के तीन वर्षों में से दो वर्ष कोरोना की स्थिति से जूझने के बावजूद भी हमने जनघोषणा पत्र में किये गये 70 प्रतिशत से अधिक वायदों तथा 85 प्रतिशत से अधिक बजट घोषणाओं को धरातल पर उतारा है। यह हमारे कुशल वित्तीय प्रबंधन के कारण ही संभव हुआ है। इसी प्रतिबद्धता के साथ हम आने वाली कठिनाइयों का दृढ़ता से मुकाबला करते हुए प्रदेश की खुशहाली एवं चहुंमुखी विकास की राह प्रशस्त करेंगे

2. 2.dream of a happy and prosperous life, for maintaining the pace of sustainable development, development of infrastructure facilities and welfare of all sections of society.

3. Much like always in past, we have tried to put into action a plan for the future keeping in mind the aspirations and suggestions of residents of the state including farmers, cattle farmers (pashu-paalak), businesspersons, students, youth, women professionals, educationists, health specialists, labour organisations, public representatives and civil society.
4. I had presented the First Gender Budget of the state in the year 2012-13 and also presented the First Paperless Budget in the year 2021-22. Today, I feel privileged to present the state’s first ‘Agriculture Budget’. This progressive initiative will not open new avenues for agriculture development but also make our farmers more prosperous.
5. Like the entire nation, the State has also gone through a difficult phase on account of Corona over the last two years. After the presentation of our last Budget, the second wave of corona wreaked havoc on the whole country. While on the one hand our Corona management was appreciated at the national-international level, on the other, we have kept our promises and maintained the pace of development. Today, as I present the financial plan for the coming year before the honourable House, I am glad that despite of limited financial resources, reduced central grant and battling with Corona for two out of three years of our tenure, we have implemented more than 85 per cent of Budget announcements and more than 70 per cent of our manifesto promises. This has been possible only because of our proficient financial management. We will continue to work towards happiness and all- round prosperity of the State, dealing with the challenges with the same commitment. Do not ask where my destination is,

• इंदिरा गांधी शहरी क्रेडिट कार्ड योजना, 5 लाख जरूरतमंदों को 50 हजार रुपये तक का ब्याज मुक्त ऋण
• .मुख्यमंत्री लघु उद्योग प्रोत्साहन योजना में 10 हजार नये लघु उद्यमियों को 50 करोड़ रुपये की व्याज सब्सिडी
• स्टार्टअप्स को Seed Money, 5 लाख रुपये प्रति स्टार्टअप
• Back to School कार्यक्रम, निःशुल्क यूनिफार्म व पाठ्यपुस्तकें, 470 करोड़ रुपये खर्च
• सहरिया, कथौड़ी जनजाति व विशेष योग्यजन श्रमिकों को 200 दिवस का रोजगार
